The Zambia Metrology Agency (ZMA), established under the Metrology Act No. 6 of 2017, recorded an exceptional performance in 2025, exceeding all approved targets across Legal Metrology, Scientific and Industrial Metrology, and revenue generation.
A major milestone was the drafting of 15 Statutory Instruments covering critical sectors including health, petroleum, mining, electricity, water, pre-packaged commodities, and technician certification. These regulations will undergo Regulatory Impact Assessments in the first quarter of 2026, marking a significant step towards modernising Zambia’s measurement system in line with international best practice.
In strengthening consumer protection and fair trade, ZMA conducted 76,961 statutory verifications nationwide, achieving 109% of its annual target. The Agency also recorded its highest number of type approvals in five years, approving 19 measuring instrument models to ensure only accurate and secure instruments enter the market.
Compliance levels across the economy remained high, with 98% compliance for imported pre-packaged goods, 94% for locally manufactured products, and 97% compliance for measuring instruments, reflecting strong industry adherence to metrology requirements.
To enhance professionalism in the sector, ZMA licensed 298 metrology technicians and registered 88 companies involved in manufacturing, installation, repair, and packaging of regulated commodities.
During the year, the Agency handled and successfully resolved 15 enforcement cases and 26 public complaints, reinforcing accountability, transparency, and consumer confidence in measurement accuracy.
ZMA also strengthened collaboration through 72 joint inspections with key regulators, reduced duplication, and improved regulatory efficiency. Internationally, Zambia continued to demonstrate leadership by chairing SADC Legal Metrology, serving as Vice President of AFRIMETS, and gaining representation on the OIML Presidential Council.
Looking ahead to 2026, ZMA will focus on digital service delivery, expanding access to metrology services nationwide, strengthening quality management systems, and further supporting industry through calibration and verification services.
